It might be the upgrades causing the limitations cuz even on my dev server the scout fully upgraded was still hitting 140ish

pushed an update, i think the speed got messed up due to an extra "<" on the code, but i did adjuste dboth a bit more, let me know how that goes

If this is resolved im gonna mark this done, unless their is other vehicles that need to be addressed
